Southwest Partnership takes a main street-style approach to commercial development — focused on relationship building and connecting business owners to resources and each other. Our work spans three primary commercial corridors in Southwest Baltimore.
While there are many ways to support businesses, SWP is guided by our most recent retail study, which provides data-driven insights into market gaps, local purchasing patterns, and commercial development strategies for our area.

The Commercial Development Improvement Program (CDIP) provides grant funding to help local businesses renovate, activate, or stabilize commercial properties within the Southwest Partnership footprint. Priority is given to businesses located in or near the West Baltimore Street and Hollins Market corridors.
- Property owners and tenants improving or activating vacant commercial spaces
- Businesses opening in Southwest Baltimore
- Existing businesses planning renovations, build-outs, or expansions
- Property must be located within the SWP footprint
- Must have a lease or proof of ownership (leases must be dated after April 2024)
- Must be prepared to begin work and complete a Use & Occupancy permit by December 31, 2025
- New businesses must provide a business plan
- All projects must be completed by December 31, 2025
- Applications must be submitted by Friday, July 11th, 2025

How much funding is available?
Grant amounts vary based on project scope and available funds. The maximum award is $150,000.
Do I need to be a property owner?
No. Tenants may apply with a signed lease and landlord approval.
When can I expect to hear back?
You will be contacted within 3–7 business days of submission.
Is a business plan required?
Yes, for new businesses. Existing businesses are encouraged to include a short operations summary.
