About the Program
The Commercial Development Improvement Program (CDIP) provides grant funding to help local businesses renovate, activate, or stabilize commercial properties within the Southwest Partnership footprint. Priority is given to businesses located in or near the West Baltimore Street and Hollins Market corridors.
Who Should Apply

Property owners and tenants improving or activating vacant commercial spaces

Existing businesses planning renovations, build-outs, or expansions
Key Eligibility

Property must be located within the SWP footprint

Must have a lease or proof of ownership (leases must be dated after April 2024)

Must be prepared to begin work and complete a Use & Occupancy permit by December 31, 2025

New businesses must provide a business plan

All projects must be completed by December 31, 2025

Applications must be submitted by Friday, July 11th, 2025

Grant amounts vary based on project scope and available funds. The maximum award is $150,000.
Q: Do I need to be a property owner?
No. Tenants may apply with a signed lease and landlord approval.

You will be contacted within 3 – 7 business days of submission.
Q: Is a business plan required?
Yes, for new businesses. Existing businesses are encouraged to include a short operations summary.
