Treasurer’s Report
- Donnell not here yet – Elizabeth and Chris presented 2020 Audit.
- Most of the findings were not surprising and they have implemented policies to correct for them.
- Chuck recommended that the policies be signed and dated – Chris will check.
- Kris – do we have a controller? Could be something we contract out for.
- Chris they brought on Walsh Accounting – monthly review
- Scott – Motion to accept the 2020 Audit and the Findings. 2nd Jane. All in favor.
- Donnell joined – reviewed the Quarterly Financial Report – line by line
- Richard had a question about the payroll line items – why two?
- one is our staff that is paid our of general operating funds
- one is staff that are paid from restricted funds
- Scott – question about the Spruce UP line item – That is miscategorized Elizabeth will check on it and correct.
- Kris we are becoming a sizeable non profit – we should recognize that having the policies we are developing are good.
- JR – verified that the Public Safety grant awarded will go through the Public Safety Committee to be awarded – It will.
- Richard had a question about the payroll line items – why two?
Community Updates (2 minutes each)
- Barre Circle – Serena – planned dumpster days coming up soon
- Franklin Square – Edith not here – no updates
- Hollins Roundhouse – Howard not here – no updates
- Mount Clare – Jose not here – no updates
- Pigtown – Pigtown Mainstreet will be installing (in August) some traffic calming and art at the corners of Washington Blvd and Cross & Washington Blvd and Bayard.
- JR – great job with the traffic calming on Carey Street
- Poppleton – Sonia – Her house will be removed from the Center West LDDA – The Sarah Anne Street houses will be renovated for home ownership by Black Women Build – LaCite will build phase 1B – a senior building at Saratoga and Schroeder. Everything else is TBD.

- Music in the park ongoing last Sunday of the month
- The Cookie Tour has been announced – Dec 11
Program Committee Updates (2 minutes each)
- Commercial – Laura
- No meeting in July – No Updates
- Education
- Abigail – They are appealing the decision to close Steuart Hill Elementary
- They are having prehearing conferences – the next is 9/19 working with the Community Law Center
- Historic Preservation
- Scott – Sonia already mentioned but I’d like to emphasize – Sonia gets to keep her house!
- In addition – The Sarah Anne Street houses are being assigned to Black Women Build to be renovated for home ownership and offered back to the previous tenants first, if they are interested
- The creation of the CHAP district will be on the agenda for August
- Heads up for housing committee and vibrant streets committee – The City will be working with the residents of Poppleton to discuss what they want to see regarding housing (homeownership) & green space and recreation.
- Housing
- Heather – Did not meet in July
- There will be a tour of the homes being renovated on S Gilmor Street 7/30 at 11am
- Public Safety
- JR – discussed the police redistricting map which will still have the partnership split between two districts the Southwestern and the Southern. They will discuss it at the committee meeting next week. Wed at 7pm
- Vibrant Streets
- Donnell – Good news – new traffic calming going in at Lombard and Calhoun and Stricker.
- Congratulations to our Spring 2022 Awardees!
- The Barre Circle Community Association for repainting crosswalks in Barre Circle
- The Hollins Roundhouse Association for light pole signs in the Hollins Market neighborhood
- Community Members in Hollins Roundhouse for the Hollins Market Blooming Street project–flowers and string lights around Hollins Market
- The Mount Clare Community Council for landscaping to create a memorial greenspace and garden at the site of the Stricker St fire
- Community Members in Mount Clare for a shed and tools for the Cole St Garden
- SLYC for historic signage and lighting as part of the St Luke’s Cultural Heritage Center project
- The Union Square Association for tree pit expansion and greening
- No meeting in July
- Workforce
- Partnered with the Workforce Roundtable for the July meeting
- Looking into legislative opportunities for the fall
Standing Committee Updates
Governance Committee
- Chuck – Presented and discussed the recommendations defining residency and the policy to establish and contest it.
- Vote on bylaws changes: Bylaws Article II, section 2.03 “Definition of a Resident”
- Chuck Motion: To accept the bylaws amendment to 2.03 as presented as well as the procedure for contesting and verifying residency.

- Presented and discussed the bylaws changes
- Section 2.04, 3.02, 3.02.03, 3.02.04, 3.03 – and election procedure recommended to implement the at large board members
- Section 3.07 – Changes to the notice for a special meeting and
- a clarification in Section 3.15.
- Approval of:
- Review of Bylaws Changes on Article III: Directors
- After some discussion of the issues and a potential special meeting to vote on them, Richard suggested since we will not have a board meeting in August we will vote on this electronically.
Anchor Updates (2 minutes each)
- B&O Railroad Museum
- Kris – On the 21st they will host their first community day – The museum will be open 3-8PM during the farmers market – They will have another in Aug & one in Sept.
- Bon Secours Community Works
- George – The program discussed earlier that is cleaning Baltimore street is their program.
- The Community Resource Center is open M-F – The gym is open 12-5
- They have 20 students enrolled in their Nursing Assistant Program
- They are looking for a contractor for the recording studio
- Lifebridge Health
- Kurt – Rebecca on vacation
- The Factory:
- Calhoun Street will be closed on Saturday so they can lift some equipment to the roof
- an RFP for the Production Kitchen is going out soon
- They are also adding a teaching kitchen
- Demo is continuing at Grace Medical Center
- University of Maryland, Baltimore (UMB)
- Brian – The CEC was closed during early voting – it has reopened
- UMB BioPark
- Tuesday August 2nd is National Night Out – come and join them.
- Saturday October 1st – they are planning a bus and walking tour – the neighborhoods are invited to take part.
- UM Medical Center – Chuck there is a new mural in the midtown center.
- Wexford Science & Technology
- Gregg – has finalized a deal for an operator of the cafe – They hope to open in September.
