What We're Doing

The Southwest Partnership is actively acquiring and rehabilitating vacant and abandoned properties — turning neglected homes into quality housing for new homeowners who want to plant roots in our neighborhoods.

Our Housing Action Plan aligns this work with broader economic, workforce, education, and health initiatives. We're not just fixing houses. We're building the conditions for neighbors to thrive long-term.

Targeted pilot programs in Franklin Square, Hollins-Roundhouse, and Mount Clare are leading the way — with a goal of eliminating 95% of vacancies in prioritized areas within 10 years.

Whole Block, Whole Area Strategy

Our Whole Block, Whole Area strategy is a comprehensive commitment to a collection of blocks — tackling vacancy sequentially and systematically rather than property by property.

The approach moves through staged phases of work: from comprehensive site control, through rehabilitation for sale and rental, to address all vacancy so that identified blocks are on a clear trajectory to market and socio-economic health.
